David H. deVilliers, Jr.
David deVilliers, Jr. is the President and Chief Operating Officer of both FRP Development Corp. and Florida Rock Properties, Inc. He has served in these capacities since the creation of FRP Development since its inception in 1989. He has over 40 years of experience in all phases of residential and commercial real estate development, including acquisition, entitlements, infrastructure construction, building construction, leasing/sales, and property management.
In addition to the oversight of our organization, his responsibilities include property selection, negotiation of price and terms, and entitlement/re-zoning. In addition to his leadership skills, David has extensive experience in the real estate industry. Graduate of the Realtors Institute in 1981; held a Maryland Real Estate Salesmen’s license since 1974 and subsequent Broker’s license since 1988. David has been a member of NAIOP’s Developers Council since 2005. David was elected President of FRP Holdings, Inc. in February 2015.
David deVilliers, III
Vice President of Leasing, Acquisitions & Development
David deVilliers, III, Vice President of Leasing Acquisitions & Development, joined FRP Development Corp. / Florida Rock Properties, Inc. full-time in 2001 to supplement the construction and land development divisions. His development experience began with managing and constructing shell buildings, assisting in land acquisitions and developments, and facilitating tenant improvement projects. In 2008, David was tasked with overseeing all building, tenant, land, leasing, and acquisition projects. Since 2008, David has negotiated new and existing tenant deals totaling more than 3.6 million square feet from Southern Delaware to Northern Virginia and lead the construction of more than 750,000 square feet. David has a Bachelor of Arts Economics degree from Denison University and a Masters of Business Administration degree with a finance concentration from Loyola University.
John H. Tolley
Vice President of Accounting
John Tolley is the Vice President of Accounting for FRP Development Corp. / Florida Rock Properties, Inc. and has worked in this capacity since 2007. He is responsible for all aspects of accounting and financial reporting for the Company. John began his career in public accounting for a large regional public accounting firm in the Washington, DC area. His other prior experience includes 8 years as the corporate controller with Manekin Corporation, a full-service commercial real estate company. In addition, he has several years of financial experience from supervisor to controller with publicly traded national homebuilders, Ryland and Lennar. John Tolley holds a B.S. – Accounting from the University of Maryland – College Park and received a Maryland Certified Public Accounting (CPA) license in 1990.
Robert C. Copper, RPA
Vice President of Property Management & Administration
Bob is the Vice President of Property Management & Administration for FRP Development Corp / Florida Rock Properties, Inc. Bob is responsible for tenant services and satisfaction including the overall appearance and maintenance of FRP’s buildings, systems and surrounding property through the daily management of contractors and employees. Bob has a history of over 27 years working in commercial real estate property management including Retail, Medical and Class A Office product as well as Industrial/ Warehouse. Immediately prior to joining FRP Development Corp / Florida Rock Properties, Inc. in 2007 he worked for Nottingham Properties, Inc. and Corporate Office Properties Trust (COPT) as a third-party contract property manager for the benefit of Johns Hopkins Medical Management Corp. Bob earned an AA Degree from Essex Community College and holds the professional designation of Real Property Administrator (RPA) through the Building Owners and Managers Association (BOMA).
